    Why the gap exists

    The party best equipped to make the case is the one least able to say it

    An insurance carrier knows exactly what a given mitigation does to expected loss. It will not publish that — premium-savings claims create liability and pricing exposure no carrier will accept.

    So the property owner asking "is this worth it?" has nowhere good to look. Brokers, MGAs, lenders, municipalities, manufacturers and installers face no such constraint. They already have the relationship and a commercial reason to start the conversation. What they have not had is the tool.
